1. Introduction
The Scientific Department of Aves Argentinas (hereinafter, "Aves Argentinas," "we," or "the organization") is responsible for and administers the website of the scientific journal El Hornero (hereinafter, "the Site"), developed on the Open Journal Systems (OJS) platform.
El Hornero is an open access scientific journal whose purpose is to publicly disseminate research and publications related to ornithology and bird conservation. Anyone can freely access its content, with no need for registration, subscription, or payment of any kind.
This Privacy Policy describes how we handle information related to users' browsing of the Site, in compliance with Argentine Law No. 25,326 on the Protection of Personal Data and its implementing regulations, under the oversight of the Agency for Access to Public Information (AAIP).
By using the Site, the user accepts the practices described in this Privacy Policy.

2. Nature of the Site and Personal Data
The Site has been designed as an open access platform for browsing and downloading scientific publications. Accordingly:
- No registration or user account creation is required to browse, view, or download published content.
- The OJS user registration feature is disabled on this Site, as is the submission of manuscripts or works through this web platform.
- No personal data is required to access any article, issue, or content of the journal.
- The Site offers an optional newsletter subscription form located in the footer, through which the user may voluntarily provide their email address to receive journal updates. Completing this form is not required or necessary to browse or access the Site's content.
Aves Argentinas collects personal data only when the user voluntarily provides it through the newsletter subscription form, and exclusively for the purpose described in Section 5 of this Policy.
Should additional OJS features that involve the collection of personal data (such as user registration or manuscript submission) be enabled in the future, this Privacy Policy will be updated to reflect that processing, including its purpose, scope, and the corresponding rights.
3. Technical Information Collected Automatically
Like any web platform, the Site may automatically generate and store certain technical information necessary for its operation, such as:
- Browser and device type used.
- Operating system.
- IP address (aggregated or anonymized, where applicable).
- Pages, articles, or issues visited on the Site and time spent on them.
- Technical or functional errors.
This information is used exclusively for technical, statistical, and site-improvement purposes, and is not used to individually identify users or for commercial or advertising purposes.
4. Use of Cookies
The Site uses technical and functional cookies, inherent to the operation of the OJS platform, necessary to ensure it displays and functions correctly. These cookies serve functions such as:
- Maintaining the Site's browsing and display settings.
- Enabling the proper functioning of search tools, filters, and other article-browsing features.
- Ensuring the technical stability and security of the platform.
The Site does not use marketing, advertising, or tracking cookies for commercial purposes. No user profiling is performed, and no browsing information is shared with advertisers or advertising platforms. Users can configure their browser to block or delete cookies; however, this may affect the proper functioning of some features on the Site.
5. Purpose of Information Processing
The information collected through the Site—both the technical information described in Section 3 and the email address voluntarily provided by users through the newsletter subscription form—is used exclusively to:
- Ensure the Site's proper technical functioning.
- Improve the browsing and publication-search experience.
- Perform maintenance, troubleshoot errors, and make technical improvements to the platform.
- Compile aggregated, anonymous internal statistics on general Site usage.
- Send editorial updates, new issues, or institutional communications to those who have voluntarily subscribed to the newsletter.
Under no circumstances is this information used for commercial, advertising, or user-profiling purposes, nor is it transferred, sold, or commercialized to third parties. Aves Argentinas does not sell or commercialize its users' personal data in any way.
Users who have subscribed to the newsletter may unsubscribe at any time by following the unsubscribe link included in each communication sent, or by contacting Aves Argentinas directly through the channels indicated in Section 12.
6. Disclosure of Information to Third Parties
Aves Argentinas does not sell, rent, or disclose the personal data or technical information collected to third parties for commercial or advertising purposes.
The Site may use third-party technical services (for example, hosting providers, technology infrastructure, or email service providers for newsletter management) strictly necessary for its operation, which act under appropriate confidentiality and security standards and only to the extent necessary to provide such services.
7. Links to External Sites
The Site may contain links to other websites of interest. Aves Argentinas is not responsible for the privacy policies or content of such external sites, and users are encouraged to review the privacy policies of each site they visit.
8. Data Security
Aves Argentinas adopts reasonable technical and organizational measures to protect the Site's infrastructure and the information generated or provided during its operation, in order to prevent unauthorized access, loss, or alteration of data.
9. Minors
The Site is primarily directed at an academic and scientific audience, although its content is open access and freely available to anyone interested. The newsletter subscription form is not intended to be completed by minors without the supervision of a responsible adult.
10. User Rights
Under Law No. 25,326, every person has the right to access, correct, update, or delete their personal data. Users who have provided their email address through the newsletter subscription form may exercise these rights at any time by contacting Aves Argentinas through the contact channels indicated in Section 12.
Since the Site does not have user registration or manuscript submission enabled, these rights do not apply to those features, as they are not currently in operation.
Additionally, please note that the AAIP, as the oversight body for Law No. 25,326, has the authority to address complaints and claims related to non-compliance with personal data protection regulations.
11. Changes to This Privacy Policy
Aves Argentinas may modify this Privacy Policy at any time in order to adapt it to legislative, technical, or functional developments of the Site, including the eventual enabling of new OJS features (such as user registration or manuscript submission). Any changes will be published on this same page, indicating the date of the last update.
Users are encouraged to review this Policy periodically to stay informed about how we protect information related to the use of the Site.
12. Contact
If you have any questions or inquiries about this Policy, or to exercise the rights mentioned in Section 10, you can contact the Scientific Department of Aves Argentinas by writing to ciencia@avesargentinas.org.ar.
